how do you open an empty pepper shaker?

well its a grinder
If it’s one of those that is meant to be refilled, you remove the little nut at the very top of the grinder by unscrewing it. Then you pull up on the top part of the grinder and it should come right off. Then you refill it with peppercorns by dropping them down into the cylinder around the grinder mechanism you will see when you open it. Put it back together and grind away.
